It is so depressing that you are unable to maintain the equipment that we have in the park.

Ornamental fountain is covered fully with green algae for almost few years.  How often is this fountain water contracted to clean according to acceptable standard?  
Birds use it to bathe themselves and drink from it.  Humans including children love to touch these birds.  Heard of birds flu?  No wonder diseases spread.  
Not sure how many birds suffered from diseases and die later after drinking the dirty water from the fountain.  
Is there a problem cleaning this fountain?  Is it normal practice to allow the fountain water to grow algae?  How do we know the water is changed regularly?  
Or the water is regularly changed but not the cleaning of the fountain which is a waste of good water.   -Public Park Or Garden
