Recycling bins have not been collected for 2 weeks. We have brought them forward with handles facing out according to the new rules, however due to our narrow garden the best we can do is have all 3 bins lined up I believe they are being ignored as the green waste bin is first in the line and is being seen as an obstruction Please advise what can be done, the only other option I can see is to have the bins outside in the street
